Handling violations on Noi Bai - Lao Cai highway from November 3

On October 25, 2016, the Traffic Police Department - the Ministry of Public Security officially released the Plan No. 4125/KH-C67-P1 for pilot implementation of traffic surveillance cameras on the Noi Bai – Lao Cai highway

Accordingly, the cameras will automatically detect traffic violations from November 3. Vehicle's legal owners will have to pay fines for them. Automatic number plate recognition uses optical character recognition on images to read vehicle registration plates with absolute precision.

The leaders of the Traffic Police Department check the quality of traffic surveillance system by FPT IS.

The cameras are connected to the Traffic Police Department information centre where officials are able to monitor the traffic situation on the route as well as to co-ordinate action including integration with the registration database. The system detects and records violations, sending out notifications to corresponding institutions when a violation is recognized and automatically producing a record of vehicles circulating on the highway. The Traffic Police officer team on patrol will stop vehicles and handle violations. For other violations which are not yet handled, the tickets will be sent to owners of vehicles.

From October 25 to November 2, Traffic Police Department deployed a training course for the officers of No. 1 Highway Transport Patrol.

About the traffic surveillance system deployed on the Noi Bai – Lao Cai highway with a pilot implementation on the Noi Bai – Phu Tho section

As many as 58 cameras were installed across the Noi Bai – Phu Tho section (KM54+640) of the Noi Bai- Lao Cai highway.

Automatic number plate recognition uses optical character recognition on images to read vehicle registration plates with absolute precision.

The system complies with the standard TCCS 01: 2009/BCA of the Ministry of Public Security.

Technically, the flexible system can be expanded and integrated with the database of register offices. In the future, it will become an effective tool for interdisciplinary traffic safety management.
