Hanoi, May 7, 2025 – The Forum on Developing New Impulses for National Growth & the Launching Ceremony of the Strategic Human Resources Alliance for the Implementation of Resolution 57-NQ/TW took place in Hanoi. This important event contributes to developing the human resources necessary for realizing Resolution 57-NQ/TW and was jointly organized by FPT Corporation and several ministries, departments, and organizations.

The event gathered representatives from the Ministry of Public Security, Ho Chi Minh National Academy of Politics, Hanoi University of Science and Technology, University of Engineering and Technology – Vietnam National University, Hanoi, Academy of Cryptography Techniques, FPT University, the Private Economic Development Research Board (Board IV), as well as leaders from enterprises such as FPT Corporation, VietinBank, and media agencies.

Resolution 57-NQ/TW, issued by the Politburo in 2024, provides a strategic vision for leveraging science, technology, innovation, and digital transformation as key breakthroughs to drive national development in the digital era. One of its core goals is to develop human resources especially civil servants and employees capable of organizing and executing digital transformation on a national scale.

Human Resources – The Core of National Development in a New Era

Opening the event, Mr. Trương Gia Bình – Chairman of FPT Corporation – shared a powerful message inspired by General Secretary Tô Lâm’s Resolution 68-NQ/TW: “Entrepreneurs are warriors on the economic front.” According to Mr. Bình, today’s battle is no longer fought with weapons, but with knowledge, technology, and most importantly AI-powered human capability.

He stressed that, just as the 1945 literacy campaign taught people to read and write, today every Vietnamese must learn to use technology especially artificial intelligence to keep pace with global development. Every student must equip themselves with technological literacy, AI skills, and the ability to collaborate with international experts.

Mr. Bình continued: “As the Prime Minister highlighted, the Party has defined the ‘strategic quartet.’ We must build a young generation with AI knowledge and skills, mobilizing the collective power of the nation as we once did during wartime. From central to local levels, from government to youth all must innovate and take action for national progress. The young generation, with technological competence and creativity, will be the decisive force helping Vietnam overcome challenges and integrate globally.”

Warning about the risk of falling behind in the global value chain, he added: “If we fail to train AI talent, we will stand outside the technological game. But if we lead in AI education, Vietnam can rise as a global technology workforce.”

He concluded with a call to action: “As President HChí Minh once taught General Nguyên Giáp to ‘teach national history to the soldiers,’ today’s youth must be instilled with patriotism, pride, and faith in a modern Vietnam. Let us create and train new generations of AI talent. While the world fears AI taking jobs, Vietnam will rise to become a global hub of technology talent."

Within the framework of the event, the forum gathered experts to discuss strategic human resource development. Moderated by Mr. Trương Gia Bình, it featured panelists such as Assoc. The forum focused on strategies to build capable human resources ready to drive the national digital transformation. The speakers emphasized that the application of science, technology, and AI is not just a trend but a revolution especially in education. Vietnam must prepare a skilled workforce capable of carrying out vital national missions in the digital era.

Dr. Lê Trường Tùng stressed the need for deep educational reform to adapt to the rapid evolution of science and technology. AI’s penetration into all fields is transforming not only learning methods but also educational goals and curricula, requiring universities to equip students with future-ready skills.

The speakers also agreed on the need to shape a new generation of talent “Engineers 57.” According to Dr. Lê Trường Tùng, these engineers must combine technological knowledge with practical skills. FPT University has introduced new training programs for final-year and first-year students to prepare them for real-world projects.

Mr. Nguyễn Văn Khoa, CEO of FPT Corporation, said that Resolution 57-NQ/TW marks a revolution in early human resource development in science and technology. FPT integrates major national and enterprise-level challenges into the education system to help students shape their future roles as engineers, scientists, and technology leaders. This, he added, forms the foundation for nurturing strategic human capital for a knowledge-driven economy. FPT also called on tech companies to join the Strategic Human Resources Alliance to expand this impact, aiming for Vietnam to have world-class scientists and leaders by 2045.

Mr. Lê Thanh Tùng, Board Member of VietinBank, shared that the bank is focusing on building a workforce skilled in AI, cloud computing, and cybersecurity key elements in digital transformation in finance.

The forum concluded with a unified vision: while challenges remain, strong cooperation between enterprises, educational institutions, and the government will enable Vietnam to build a high-quality workforce, ready to fulfill national digital transformation goals.

To build a generation of capable, tech-savvy professionals equipped to implement Resolution 57-NQ/TW, leading universities and academies have officially signed to establish the Strategic Human Resources Alliance.

The alliance aims to cultivate high-quality intellectuals and experts to meet socio-economic development needs, accelerate national digital transformation, and strengthen international integration. It will also promote programs to enhance skills in public administration, leadership, and state management suited to the new context.

Additionally, FPT University announced a training program for “strategic reserve forces” consisting of eight key knowledge areas, including: Public Administration and Governance, Data Management & Information Security, Project & Innovation Management, and Digital Human Resource Development.
