Accelerating the Implementation of Resolution 57 at the Local Level: FPT Students Join Hands to Support

FPT students will be assigned to communes, wards and local units, including special administrative zones in Quang Ninh Province, to support local authorities and residents in implementing Resolution 57. The launch ceremony of this initiative was jointly organized by the Quang Ninh Provincial People’s Committee, FPT University and FPT Corporation on the morning of January 6.

 

In line with Politburo Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; implementing the spirit of the 13th National Party Congress and the National Digital Transformation Program to 2025 with a vision to 2030 — which identify science and technology, innovation and digital transformation as strategic breakthroughs, and high-quality human resources as a decisive factor — Quang Ninh Province has proactively deployed models linking education and training with the practical requirements of implementing Resolution 57 at the grassroots level.

 

On that basis, on January 6, the Quang Ninh Provincial People’s Committee coordinated with FPT Corporation and FPT University to launch a program deploying technology students to directly support local authorities and residents in implementing Resolution 57, contributing to translating the Party’s and the State’s major policies into practical and effective actions.

 

 

The Quang Ninh Provincial People’s Committee and FPT University sign a cooperation agreement on sending students to intern at agencies, units and localities across the province.

 

Students from FPT University will be assigned to nearly 30 communes and wards across Quang Ninh Province, including remote areas and special administrative locations such as Co To Special Zone, to support local authorities and residents in implementing Resolution 57. This activity is carried out under the cooperation program between the Quang Ninh Provincial People’s Committee, FPT University and FPT Corporation.

 

According to the plan, FPT University students will participate in local support activities from January 2026 to April 2026. This entire period is recognized as an OJT (On-the-Job Training) semester — a mandatory practical training semester for all FPT University students under the university’s official curriculum.

 

Having students directly participate in supporting localities not only meets the requirement of practice-based training, but also mobilizes a young, technology-savvy workforce to contribute to the implementation of Resolution 57 from the grassroots level.

 

The main tasks of FPT students include supporting the deployment of IT programs, schemes and projects related to Resolution 57; assisting in the management and operation of technical and IT infrastructure systems, data integration centers and software currently used by agencies and units. In addition, students will directly support civil servants, public employees and citizens in improving digital skills and using online public services such as VNeID, digital signatures and other digital platforms for administrative procedures.

 

As Quang Ninh is accelerating the implementation of Resolution 57 in conjunction with ensuring information security and safety, FPT students also participate in reviewing documents and assisting in preparing information security dossiers by classification levels, in line with the specific requirements of each agency, unit, commune and ward.

All participating students are currently majoring in Information Technology and possess foundational knowledge of technology, data, Resolution 57 deployment, and the operational processes of administrative agencies and public service units. Before officially joining the program, students were trained and updated on information security, operational procedures for supporting Resolution 57 implementation in government agencies, as well as relevant legal regulations such as the Cybersecurity Law, the Law on Personal Data Protection and other related legal documents.

 

Speaking at the ceremony, Mr. Nguyen Van Khoa, CEO of FPT Corporation, emphasized that the collaboration with Quang Ninh Province to deploy FPT University students to support Resolution 57 at the grassroots level represents a new model — the first of its kind nationwide — demonstrating close cooperation among the State, universities and enterprises. This model both supplements local human resources for implementing Resolution 57 and provides students with practical experience, gradually forming a reserve pool of technology professionals ready to help translate the Party’s and Government’s policies on Resolution 57 into reality.

Mr. Nguyen Van Khoa also shared the commitment of FPT Corporation and FPT University to long-term cooperation with Quang Ninh Province in implementing Resolutions 71 and 57; monitoring and evaluating the effectiveness of the State–University–Enterprise cooperation model in sending students to localities to support Resolution 57; and investing in infrastructure to support research, digital transformation deployment and the development of high-quality technology human resources — as exemplified by the Concentrated Digital Technology Park in Tuan Chau, Quang Ninh, whose groundbreaking took place on December 19.

 

 

74 FPT University students attended the event and are also those who will participate in internships and support Resolution 57 implementation in communes and wards across Quang Ninh Province.

 

In recent years, Quang Ninh has identified the implementation of Resolution 57 as an important driver of socio-economic development and the building of digital government, digital economy and digital society. Speaking at the event, Ms. Nguyen Thi Hanh, Vice Chairwoman of the Quang Ninh Provincial People’s Committee, said that the demand for technology human resources in the province is currently very high, and high-quality talent is considered “diamonds” for the province.

 

Quang Ninh has been leveraging existing resources and cooperating with enterprises to attract high-quality human resources, especially in information technology, to drive the implementation of digital transformation and science and technology development policies. The cooperation with FPT Corporation and FPT University to deploy technology students to support local agencies and units is seen as a practical model aligned with the province’s development orientation.

Ms. Nguyen Thi Hanh also acknowledged and highly appreciated FPT’s role in training technology human resources and accompanying localities in implementing Resolution 57. The province has directed agencies and units to assign clear tasks and create favorable conditions in terms of accommodation, transportation and working environment so that FPT students can confidently participate and successfully fulfill their assignments.

As science and technology, innovation and the implementation of Resolution 57 become key drivers for the country’s new development phase, FPT Corporation has announced the establishment of the Strategic Technology Steering Committee with specialized units to master core technologies and develop high-quality human resources for national technological sovereignty. The committee consists of five units: the Quantum AI and Cyber Security Institute (QACI), FPT UAV, FPT Railway Technology (FMT), FPT Cyber Security and DC5.

 

As a member of FPT Corporation, FPT University identifies the training of human resources for implementing Resolution 57 in close connection with practice as a central mission.
