FPT supports to implementing data integration and sharing system in HCMC

On July 22nd, the People's Committee of Ho Chi Minh City organized a conference to announce the Program of Digital Transformation and the Data Integration and Sharing Platform of Ho Chi Minh City (HCM, LGSP). FPT is selected to build this system.
At the conference, in addition to giving directions and proposing solutions to accelerate digital transformation activities in Ho Chi Minh City, the city government has published 2 important reports on the E-Government Architecture and the Digital Transformation program of Ho Chi Minh City.
Accordingly, the Data Integration and Sharing Platform (HCM LGSP) is the major component of the E-Government Architecture, in order to link existing city databases and connect with databases of ministries and branches through the national data integration and sharing platform. The system has been deployed by FPT Information System Company (FPT IS) since 2018.
Speaking at the event, Minister of Information & Communications Nguyen Manh Hung emphasized that the city has several key tasks to be completed. In particular, shared data, artificial intelligence (AI) and the mindset of "change to accept the new" are the three key factors that determine the success of Ho Chi Minh City's digital transformation itself and for the country in general. In addition, the city government should also increase spending on digital transformation, currently the city’s spending on digital transformation is at 0.1% - whereas this one in other countries averages about 1%.
While evaluating the HCM LGSP system, Mr. Duong Anh Duc, Vice Chairman of HCMC People's Committee emphasized: “The HCM LGSP system is an important foundation in the formation of a shared data warehouse in the city. The city thereby can build policies and deploy effective IT applications”.
“FPT has been with the city government in three activities: firstly, build an e-government for Ho Chi Minh City; secondly, build a data integration and sharing platform (HCM LGSP) and thirdly, provide some IT applications for the government. In particular, the data integration and sharing platform is a difficult component and FPT is honored to accompany the city government to build this platform. This will also be the root of digital transformation, a step for the government to fulfill their tasks most effectively. In the past, information as well as data were not shared, now FPT considers it a "gold mine" so that government staff can share and access all shared data for their professional services," CEO Mr. Nguyen Van Khoa spoke at the event.

Regarding the building of a digital government, Vice Chairman of People's Committee in HCMC, Mr. Duong Anh Duc said: "The city sets the digital transformation vision and goal to become a smart city in 2030. By 2025, the rate of transactions handled via online public services at level 3, 4 reaches 50% or more of total transactions; at least 90% of people and enterprises are satisfied with the administrative service. Information of people and businesses is digitized and stored in the City Data Center. Digital economy accounts for 25% of GRDP, annual labor productivity increases by at least 7%. The proportion of people and businesses with electronic payment accounts is over 60%. Broadband infrastructure covers over 95% of households. 4G/5G mobile network services and smart mobile phones are universalized. By 2030, 100% of online public services at level 4 are provided on a variety of means of access, including mobile devices. A data platform of e-commerce is formed to serve the development of digital government, digital economy and digital society. Digital economy accounts for 40% of GRDP, annual labor productivity increases by at least 9%. The percentage of people and businesses with electronic payment accounts is over 85%.
CEO Nguyen Van Khoa hopes that the city will create conditions for FPT to continue accompanying the city in building a digital government and smart city, consulting shared digital platforms.
