On May 28th, 2015, Minister of the Government Office Mai Tien Dung visited and worked with FPT. Attending the meeting were leaders from Ministry of Finance, Ministry of Information and Communications, Ministry of Science and Technology, leaders and experts of FPT Technology.

At the meeting, the ministers and members listened to their experience in successfully implementing e-government in Quang Ninh province (implemented by FPT) and orienting the implementation of e-government in Vietnam.

Mr. Mai Tien Dung, Chairman of the Office of the Government and members of the delegation attentively monitored the solutions of e-government implemented by FPT in Quang Ninh.

After 5 years implementing e-government project, Quang Ninh has created a modern, professional working environment that saves time and money, enhances work efficiency and quality to serve people as well as businesses. In 2017, Quang Ninh leads the country in terms of PCI competitiveness index, PAR index. There are currently more than 400 administrative units of the province involved in the application of e-government; over 3.7 million times that documents have been sent (3 years); saving over 30 billion VND of administrative costs a year, and nearly 15 billion VND of sending documents costs a year. More than 1,500 online public services, over 600,000 dossiers are solved per year, saving the average social cost of over 70 billion VND per year. The information system and the electronic one-stop database are implemented to help clarify the process of solving administrative procedures of state management agencies for people and enterprises which allow residents to participate in monitoring the performance of administrative units. In particular, the system helps reduce the time to 40% and reduce travel times at least 01 time/transaction of residents and organizations.

With these results, the Minister of the Government Office, Mr. Mai Tien Dung highly appreciated Quang Ninh's approach and asked FPT to support the province to deepen the model of e-government into an example model to the whole country and affirmed that the Government Office will co-operate with Quang Ninh province. Mr. Mai Tien Dung also emphasized that the model in Quang Ninh will be the basis for evaluating the national model of e-government.

Mr. Dang Huy Hau, Vice Chairman of People's Committee of Quang Ninh Province, said: "Developing the e-government will change the processing model, changing the working style so that the successful implementation demands a high determination from the provincial leaders and a high consensus of all levels. Factors such as propaganda, training, IT infrastructure construction ... also play an important role in the successful implementation of e-government. In addition, the province needs to select partners who have the capacity, experience and potential to accompany the province during the implementation and management, maintenance and upgrading of the development of e-government. "

Mr. Phan Thanh Son, Chief Technology Officer of FPT IS (a subsidiary of FPT) said that "FPT has had more than 20 years of implementation of e-government projects in many provinces across the country. FPT's products and services are widely applied and updated to the latest technology trends. With more than 1500 experts in the public sector, with a deep understanding of public administration reform, FPT is committed to long-term co-operation and to the common good towards the successful implementation of e-government in Vietnam.”

Vietnam is building a digital government to move towards transparency and publicity and to promote economic development. According to the World Bank (WB), Vietnam has the advantage of deploying e-government when the density of Internet use is quite high. In addition, the Government of Vietnam is aiming to build the digital government, the digital economy and not letting anyone lag behind. The implementation of online public services will reduce government harassment as people pay a "lubricant fee" ...

In 2016, Vietnam's e-Government development index ranked 89 out of 193 countries by the UN. In which, the index of online public services increased by 8 levels, from 82/193 to 74/193. To basically complete the connection and interconnection of the document management systems of ministries, branches and provinces with the Government Office. There are 26 ministries, ministerial-level agencies, government-attached agencies and 63/63 provinces, cities linking document management software, which automatically recognizes the treatment status of documents between agencies; 63 out of 63 provinces and cities and 19 out of 30 ministries and agencies have publicly processed the dossiers on the Government Portal, except for several specialized ministries and agencies.

According to Gartner's analysis, digital government is divided into five levels with increasing maturity, in which e-government is the most primitive level of government-level 1, the complete e-government is set at level 4.

While the digital government focuses on creating the efficiency of government operations from the operation to the provision of public services, the centralized e-government model generates value for the people, businesses, and governments in reforming and transforming the operational model.

Government refers to the use of digital technologies (big data, artificial intelligence, mobile technology, cloud computing, etc.) as a part of the modernization of key strategies of government to create public values. Digital government is built on an ecosystem of government agencies, NGOs, economic organizations, associations and citizens to support the creation and use of data, service and content through interactions with government.
