Quang Ninh, October 30, 2026 – As part of Viet Nam International Digital Week 2026, experts from FPT Corporation shared their experience in AI governance, introduced technology solutions, and proposed cooperation with Japanese enterprises to develop and deploy AI in Vietnam. FPT also shared its experience in implementing trust services in Vietnam and proposed directions for developing an interoperable digital trust ecosystem that supports cross-border connectivity.
Hosted by the Ministry of Science and Technology, Viet Nam International Digital Week 2026 took place from October 28 to 30 in Quang Ninh Province, bringing together approximately 500 domestic and international delegates under the theme "Smart Connectivity: AI Governance and Enabling AI Transformation." The event was attended by leaders of ministries and government agencies, representatives of ASEAN regulatory authorities, international partners, organizations, and technology companies. FPT's participation provided an opportunity to share practical experience, showcase its technological capabilities, and strengthen international cooperation in AI development and adoption in Vietnam.
FPT participated in two international workshops on October 29: the Vietnam–Japan Workshop on the Hiroshima AI Process and the International Workshop on Cross-Border Trust Services: Establishing Digital Trust Infrastructure in the AI Era.
At the first workshop, FPT shared its approach to AI governance within enterprises, introduced CASANOS, an AI operating framework developed by FPT, and proposed cooperation with Japanese companies to deliver AI solutions tailored to Vietnam's needs, particularly in the public sector.
At the second workshop, FPT shared its experience in implementing trust services, including digital signatures, electronic identification, electronic contracts, and e-invoices. These technologies help verify identities, ensure data integrity, and support legally valid transactions in digital environments.
Both discussions addressed the requirements that must be met when applying AI across different sectors. According to FPT experts, technology adoption must follow secure governance processes, incorporate risk control mechanisms, and ensure accountability among all parties involved.
Promoting Vietnam–Japan Cooperation in Safe and Trustworthy AI
At the Vietnam–Japan Workshop on the Hiroshima AI Process, Vu Minh Phong, Director of FPT CASANOS, and Tran Vu Ha Minh from FPT's AI Transformation Department (FAIX), representing FPT Corporation, shared the company's experience in AI governance, introduced the CASANOS operating framework, and proposed cooperation with Japanese enterprises in developing and deploying AI solutions in Vietnam.
Vu Minh Phong, Director of FPT CASANOS, and Tran Vu Ha Minh from FPT's AI Transformation Department (FAIX), representing FPT Corporation, share their experience in enterprise AI governance.
According to FPT representatives, integrating AI into business operations requires clear regulations governing technology use, data protection, accountability, and risk management. FPT has established an AI governance system based on four pillars: AI Policy & Ethical Guidelines; Roles, Responsibilities & Training; Responsible AI Development Lifecycle; and Audit & Continuous Monitoring.
FPT has introduced internal AI policies and regulations aligned with OECD principles and obtained ISO/IEC 42001 certification for its AI management system in 2025. The corporation has also implemented control measures to protect data, manage the use of AI models, and monitor system operations.
At the workshop, FPT introduced CASANOS, an operating framework that enables people to collaborate with Digital Workers in their daily work. Digital Workers are AI systems assigned specific tasks within clearly defined roles, scopes, and authority levels. Human employees remain responsible for assigning tasks, reviewing results, granting approvals, and intervening when necessary. CASANOS aims to integrate AI into enterprise operations through standardized processes with built-in monitoring and control mechanisms.
Beyond technology, FPT proposed serving as a Local Integration and Delivery Partner for Japanese enterprises in Vietnam. Drawing on its experience working with Japanese partners, understanding of the Vietnamese market, and system integration capabilities, FPT can support technology localization, integrate solutions with existing infrastructure and workflows, and ensure compliance with AI governance requirements and applicable laws.
In particular, for the public sector, FPT proposed connecting Japanese companies' technologies, AI platforms, and expertise with the practical needs of Vietnamese government agencies. The objective is to develop suitable solutions that can be effectively deployed and supported over the long term.
Experience in Building a Digital Trust Ecosystem in the AI Era
At the international workshop on building a digital trust ecosystem in the AI era, Le Viet Cuong, Director of the Digital Signature Certification Service Center at FPT IS, FPT Corporation, delivered a presentation titled "Trusted Services in Action: Building Viet Nam's Trusted Digital Ecosystem." He shared practical experience in implementing trust services in Vietnam, discussed existing challenges, and proposed directions for developing the country's digital trust ecosystem.
An FPT representative discusses key considerations in developing cross-border trust services, drawing on practical implementation experience in Vietnam.
In his presentation, Le Viet Cuong analyzed the role of trust services in ensuring the security and legal validity of digital transactions. He highlighted applications such as electronic Know Your Customer (eKYC), electronic contracts, and e-invoices across public services, taxation, banking, and business operations. Connecting these individual services into a unified ecosystem would enable transactions to be authenticated consistently across multiple platforms.
To develop such an ecosystem, the FPT representative identified several issues requiring attention, including updating regulations to keep pace with technological advances, harmonizing technical standards, strengthening data protection, and promoting coordination among stakeholders. He also proposed advancing the cross-border recognition of trust services, improving interoperability between systems, and expanding affordable cloud-based digital signing services to make them more accessible to businesses and citizens.
In Vietnam, FPT has deployed related solutions across public services, taxation, banking, finance, and enterprise operations. Digital signatures enable citizens and businesses to complete administrative procedures online, while electronic contracts help shorten signing times. Electronic customer identification supports remote account opening and transactions. Drawing on this experience, the FPT representative emphasized the need to connect trust services into a unified system covering identity authentication, contract signing, payments, data storage, and transaction verification. The development of AI also presents new challenges in personal data protection, identity fraud prevention, and verification of digital content authenticity and provenance.
FPT proposed wider adoption of common technical standards, system integration through open interfaces, and mutual recognition of trust services between countries. These measures aim to improve the security of electronic transactions and facilitate cross-border digital cooperation.
FPT's participation in Viet Nam International Digital Week 2026 in Quang Ninh builds on its longstanding cooperation with the province in information technology, administrative reform, and digital transformation. Since 2013, FPT has worked with Quang Ninh to develop its e-government model. In 2025, as the province transitioned to a two-tier local government model, FPT continued to contribute to the development of technology systems supporting a unified Public Administrative Service Center. Also in 2025, Quang Ninh provincial leaders and FPT held further discussions on cooperation in digital government, the digital economy, digital society, and human resource development. FPT proposed supporting the province in building a streamlined digital government system, strengthening data connectivity, and exploring the application of emerging technologies in public administration and governance.
At Viet Nam International Digital Week 2026, FPT's contributions on AI governance, trust services, and international technology cooperation also addressed the requirements facing local authorities in their digital transformation efforts. FPT remains committed to combining its domestic implementation experience with international technology and expertise, working alongside ministries, government agencies, and local authorities, including Quang Ninh, to develop technology solutions serving public administration, businesses, and citizens.
