HANOI – The ASEAN Law Forum 2026, themed “Application of Artificial Intelligence (AI) in Law-Making and Law Enforcement in the Digital Era,” is taking place in Hanoi on August 18–19, bringing together representatives from legal and judicial authorities across Vietnam and ASEAN member states, as well as international organizations. Hosted by Vietnam’s Ministry of Justice, the Forum focuses on opportunities, challenges, and approaches to applying AI in law-making, legal system development and law enforcement, improving access to legal information, and advancing responsible AI. FPT is honored to be among the organizations participating in and showcasing technology at the event.
Against the backdrop of rapid technological advancement, the Forum also highlights the need to shift from “reactive legislation” to “anticipatory and enabling legislation,”*creating a sufficiently flexible legal environment to foster innovation while safeguarding fairness, transparency, accountability, and human rights. ASEAN cooperation discussions focus on developing common principles for the use of AI in the legal and judicial sectors, accelerating digital transformation, facilitating knowledge, data and technology sharing, and developing digital capabilities.
At the event, FPT showcases several digital platforms and solutions already deployed in the legal sector, along with its vision for integrating AI more deeply into law-making and law enforcement, building on digitalized data, systems, and workflows.

During the discussion session on “Experiences in Applying AI to Support Citizens and Businesses in Accessing Legal Information,” Mr. Tran The Trung, Deputy Director of the AI Product Division at FPT Smart Cloud; Director of the FPT Technology Research Institute, FPT Corporation, shared insights drawn from FPT’s practical experience in developing and deploying technologies for the legal sector.

Under the approach presented by FPT, AI can help citizens and businesses access legal information using natural language, searching for and synthesizing relevant regulations without requiring users to know the exact name or reference number of a legal document in advance. For government agencies, AI can be integrated into activities such as legal research, document review and drafting, as well as information processing for professional tasks. These applications are built on digitalized systems, data, and workflows within the legal sector.
At the exhibition area, FPT showcases digital platforms already deployed in the legal sector, together with AI infrastructure, data capabilities, AI models, and AI Agents as part of its AI-powered Justice vision.
FPT has worked alongside Vietnam’s Ministry of Justice to deploy a number of platforms, including the National Legal Portal, the National Database of Legal Documents, the Digital Civil Judgment Enforcement Platform, and a solution supporting the drafting of legal normative documents within the Vietnam Digital Legal Platform.
One of the areas highlighted by FPT is the development of AI Agents and AI-powered legal document search platforms for ministries, government agencies, and public-sector organizations. These solutions can be developed based on each organization’s own data, regulations, and professional workflows, enabling users to search, synthesize, and retrieve legal information using natural language.
According to information presented at the event, more than 170,000 documents in the National Database of Legal Documents have been digitalized and organized into structured data, with legal relationships between documents mapped and linked. The National Legal Portal has recorded nearly 12 million visits in just eight months. The solution supporting the drafting of legal normative documents currently serves more than 12,600 accounts across central and local government agencies, while the Ministry of Finance’s virtual assistant processed up to 500,000 documents after one month of pilot operation.

Building on these systems and data foundations, AI is increasingly being integrated into a broader range of legal activities and solutions. FPT is focusing on researching and developing specialized AI technologies and models, including large language models for Vietnamese and legal applications, AI-assisted legal drafting and document review, legal research, policy impact assessment, and analysis of the effectiveness of law enforcement.
